Candela and lumen — the flashlight spec you have been misreading
Lumens measure total light output. Candela measure how much is aimed in one direction. A cheap flashlight can win on lumens and lose on throw — because a reflector focuses candela, not lumens.
Flashlight advertising has been dominated by lumens for two decades, but candela is what determines how far the beam reaches. ANSI FL 1 requires both to be published; most manufacturers now do, but consumers often ignore the more useful of the two numbers.

FL 1 metrics
ANSI/PLATO FL 1 specifies four numbers for flashlights: lumens (total output), candela (peak beam intensity), throw distance (where beam drops to 0.25 lux — 'starlight' level), and runtime. A 1,000-lm floodlight with poor focus may throw only 50 m. A 300-lm penlight with a tight optic may throw 200 m. Both are correct, both useful — for different tasks.
The 0.25 lux throw definition
0.25 lux is roughly the illuminance from a full moon on the ground. A beam with candela I illuminates a surface at distance d with E = I/d². Setting E = 0.25 lx and solving: d = √(I / 0.25) = 2√I. A flashlight with 10,000 cd throws to 200 m. This formula is the entire back-of-the-page math on any flashlight review.
Worked example — comparing two lights
Light A: 1,500 lm, 8,000 cd (typical wide-flood LED). Throw = 2√8000 = 179 m. Illuminates a garage brilliantly. Light B: 500 lm, 30,000 cd (long-throw hunter). Throw = 2√30000 = 346 m. Barely lights the garage but reveals eyes at 300 m. Buying A for hunting or B for close-quarters both disappoint — because lumens alone cannot tell you the shape of the beam.

It depends on the beam angle. 1 cd = 1 lm/sr, so an isotropic point source of 1 cd emits 4π ≈ 12.57 lm total. A tightly focused beam emits many fewer lumens for the same peak candela.
Is a 'candlepower' rating the same as candela?+
'Candlepower' (a legacy US flashlight marketing unit) sometimes equals candela and sometimes equals peak beam candlepower — usually candela. Modern FL 1 specs use candela.
Why is a car headlight in candela, not lumens?+
Because headlight regulations (SAE, ECE) control peak intensity and beam pattern, both measured in candela. Total lumens are secondary.
